Philosophy
The College of Liberal Arts being the foundation department of all course offerings in the institution envisions holistic development of the individual that will make him an effective agent of social, intellectual and moral change.
Objectives
- It seeks to develop critical thinking, effective communication, sound judgment and formation of values of its educands;
- It aims to develop appreciation of human values and the country’s cultural heritage; and
- It aims to develop competence in the learner’s chosen field of specialization, either in the humanities or the gainful employment or as a foundation for further training beyond the baccalaureate degree.

Educational Objectives of the Program
The College of Liberal Arts offers three (3) program namely AB – English, AB- Political Science and AB – Mass Communication.
BA- English Language Studies
This course aims to:
- Develop better skills of expression, self-confidence and social adjustment.
- Deepen students’ awareness of College English as the instrument for human development, personal and social values as they assume responsibilities by initiating worthwhile projects for community development.
- Foster a balanced development of students’ basic communication skills like listening reading, speaking and writing through integrative approaches, techniques and activities in language teaching.
- Supplement and enrich classroom activities by launching seminars, workshops, training and special sessions with authorities on fields or areas integrated in English teaching.
BA- Communication
This course aims to:
- Orient students in basic knowledge, system and methods about the different kinds of media;
- Equip students the know – how of media works gathering of news, news writing and news delivery;
- Inculcate to the students the responsibilities of journalist enshrined in the Journalist Creed and Ethics.
BA- Political Science
This course aims to:
- Create students awareness on social problems and issues relevant to Philippine society and other nation’s perspective useful in globalized public organization, administration and relations;
- Provide students with scientific perspective related to political development, local and international and bureaucratic system of societies; and
- Equip students’ skills in effective judgments of political changes and issues that affect societies.
Program Outcomes
BA- English Language Studies (Based on CMO 24 s. 2017)
Graduates of BA English are able to:
- Articulate a comprehensive and contextualized view of the English language system and development;
- Communicate in English (both oral and written) fluently, accurately, and creatively in diverse social, cultural, academic, and professional settings;
- Facilitate English language learning in diverse social, cultural, academic, and professional settings;
- Participate effectively in oral communication situations where language systems (phonological, morphological, syntactic, semantic vary;
- Produce well-written texts for various academic and professional purposes.
- Communicate in English (both oral and written) fluently, accurately, and creatively in diverse social, cultural, academic, and professional settings;
- Facilitate English language in a school setting:
- Teach English communication skills using knowledge of best practices;
- Enhance literacy development and critical/creative thinking among students through the use of different types of texts; and
- Engage in English language research relevant to the school and workplace settings.
BA- Communication (Based on CMO 35 s. 2017
Graduates of BA Communication are able to:
- Define and access information needs; assess and organize information and knowledge; produce, share and utilize information and knowledge;
- Communicate in different formats and platforms (print, broadcast and online);
- Prepare communication media plan;
- Conduct communication and media research and evaluation;
- Develop and produce communication materials in different formats and platforms;
- Demonstrate communication management and leadership skills;
- Develop entrepreneurial capabilities;
- Adhere to ethical standards and practices;
- Know and practice rights and responsibilities and accountabilities in the communication profession;
- Demonstrate a development orientation in communication work;
- Apply communication theories/models, principles, practices, and tools in development work.
- Participate in various types of employment, development activities and public discourses particularly in response to the needs of the communities one serves. (CMO 46 s. 2012)
BA- Political Science (Based on CMO 51 s. 2017
Graduates of BA Political Science are able to:
- Compare, contrast and classify the major concepts in the discipline;
- Recognize and define the distinctiveness of the discipline, its subfields, theories and methods;
- Design and execute research inquiries using appropriate quantitative and qualitative methods guided by theories or conceptual frameworks;
- Demonstrate written, visual, and oral presentation skills to produce and present analytical reports;
- Critique, judge and respond to current issues and problems based on a substantive understanding of the historical and contemporary developments in the national and global context; and
- Develop a predisposition towards ethical political involvement and practice in various forms and on different levels of engagement.
941 Founding of the Northeastern Institute by the late Atty. Francisco E. Pascual, his wife, Doña Emeteria Bautista Pascual and Mr. Leon Cadaoas.
1947 During this year, Northeastern Institute was converted to Northeastern Junior College with Mr. Vicente P. Salvador appointed as the pioneer Dean. The first course offering of the College was the Junior Normal College Course leading to Elementary Teachers Certificate (E.T.C) and Bachelor of Science in Education (BSE Secondary) with majors in English, Home Economics, Filipino, Mathematics, Science and History.
1948 On August 17 this year, the Department of Education through the Honorable Undersecretary Prudencio Langcauoan authorized the opening of the First year of the Liberal Arts Course for a period of one (1) year from July 1, 1948 to June 30, 1949.
1949 On June 22 this year, the Department of Education through Honorable Undersecretary Prudencio Langcauoan extended the permit to offer the Liberal Arts course and authorized the opening of the Second Year of the Course for the period from July 1, to June 30, 1953.
1950 On July this year, Permit to Operate was granted for the first and second years of the Liberal Arts Course leading to the Title of Associate of Arts (A.A) from July 1, 1952 to June 30, 1953.
1951 On June 2 this year, permit was granted for the opening and conduct of the Two Year Liberal Arts course leading to the Title of Associate of Arts (A.A) from July 1, 1952 to June 30, 1953.
1952 On May 6 this year, Permit was extended to offer Two Year Liberal Arts course leading to the Title of Associate in Arts (A.A) from June 14. 1954 to June 15.1958.
1958 On April 10 this year, permit was granted authorizing the school to open and conduct the Third and Fourth year of the Liberal Arts leading to the degree of Bachelor of Arts (AB).
1960 June 20 this year, permit was granted extending the period of opening and conducting Third and Fourth years of the Liberal Arts leading to the degree of Bachelor of Arts (A.B) from June 12, 1960 to June 13, 1961.
1961 On May 20 this year, permit was granted extending the period of opening and conducting Third and Fourth years of the Liberal Arts leading to the degree of Bachelor of Arts (AB) from June 12, 1961 to June 11, 1962.
1962 On July 23, this year, permit was granted extending the period opening and conducting third and Fourth years of the Liberal Arts.
1964 On July 13 this year, permit was granted extending the period for the opening and conducting Third and Fourth years of the Liberal Arts.
1978 October 20 this year, Permit was granted extending the period for the opening and conducting Third and Fourth years of the Liberal Arts.
1981 On July 6 this year, the Ministry of Education, Culture and Sports through Minister Onofre D. Corpuz ossued GOVERNMENT RECOGNITION NO.091 series of 1981 for the Third and Fourth years of the Liberal Arts course leading to the degree of Bachelor of Arts.
1981 – 1982 Dr. Madeli R. Bautista was appointed as OIC Dean of the Dent.
2000 This marks the start of the College to apply for accreditation from the Philippine Association of Colleges and Universities – COMMISSION ON ACCREDITATION.
2002 On June 24 this year, the program was granted Level 1 Status by PACUCOA.
2004 On Feb 11 – 12 this year, a visit from PACUCOA accreditors for the Level 1 Formal Visit.
2004 August 12 this year, Level 1 Accredited Status was granted to the Liberal Arts program by the PACUCOA
2004 Dr. Sabina B. Pascual took over the management of the department.
2009 On Feb 2 this year, the Liberal Arts program was granted Level II, First Reaccredited Status by PACUCOA.
2015 On Sept 30, the program was granted Level II, Second Re- accredited Status by PACUCOA.
2019 Dr. Antonio P. Pascual took over as Dean of College of Liberal Arts while Dr. Sabina B. Pascual promoted as VP for Administration and Vice Dean of the Graduate School at the same time.
2020 Bids for its level II 3rd Re-accreditation status with Philippine Colleges and Universities Commission on Accreditation (PACUCOA).
Dir Ahmad B. Elias Jr. took over as Coordinator of Liberal Arts while Dr. Antonio P. Pascual promoted as Director for Research and Development
